The Pennsylvania Academic Library Consortium, Inc.
(PALCI) was formed in 1996 as a grassroots federation of 35 academic libraries. PALCI is a membership organization of private and public academic libraries. The primary mission of the group is to spur the development of library cooperation within the Commonwealth and surrounding area.

PALCI is a completely self-supporting enterprise. Fees support an experienced full-time executive director and other staffing and operating costs. Membership includes 68 Pennsylvania , New Jersey and West Virginia libraries.
